Then they shouldn't have issued a memo saying they were going to freeze all Federal financial assistance programs using language that covers Medicaid and a bunch of other programs that they didn't mean to (or realize) they were covering in the freeze.

Yup! The bad move was in assuming that some federal employees had 2 brain cells to rub together and wouldn't turn off things like Medicaid. Or in assuming that Deepstaters wouldn't go there in their zeal to take down Trump 2.0.

Both seem to be bad assumptions. But that's okay; people like this tend to self-identify and they can be relieved of their responsibilities.
