To them, you are a ham sandwich if it will help the cause or be seen as helping the cause even though the odds of prevailing may be slim.

Federally, a Grand Jury has to return an indictment for a DA to proceed. Most states and localities also use Grand Juries. Indictments don't just fall out of the sky because a DA wants one. Grand Juries can, and often do, no bill.
