Not just Canada, of course. Europe is also starting to pivot towards closer economic ties to China as well:

It's an understandable reaction to Trump's economic and trade policy. The U.S. has shown itself to be unpredictable, willing to sharply upend existing terms of business with other countries, to the point of abrogating trade agreements, unilaterally and with virtually no advance notice. Other countries don't want to be exposed to that risk. They want stability. So, they're diversifying their exposure to the U.S. economy by expanding their ties to China.
