That is the surest bet in the history of bets. Trump has never taken responsibility for anything. He always throws an underling under the bus, sure as the sun rises in the east.

I believe Truman said "the buck stops here", when referring to who is ultimately responsible.
With Trump, "the buck stops here" refers to all of the bribes and other grift that lands in his pocket. No responsibility for Trump, ever.
