Sure as long as we are crafting that compromise, something like that should be discussed. One problem I have with any "counting and close" methodology is the needless complexity, eg "Close when for a certain period or until the average yada yada reaches some thresh hold but only if the total number of closure days is below some sliding scale for the year.

One thing it requires is for information to flow instantly from each sector to a central authority, followed by number crunching, then orders for the day coming back in time to be distributed to the morning shifts.
