They obviously did, or the Administration wouldn't have rescinded the order. They hate to back down, and they hate to admit they were wrong - and they certainly wouldn't have pulled the order if the criticism was only specious and/or coming from Democrats.

The fact that they did rescind the order is a pretty clear indication that they decided that they had, indeed, screwed it up. And that they were being told that it was screwed up by people other than Deep Staters or Democrats. It was a botch job, and they couldn't keep it in place - even after the remedial memo tried to clean up the mess.
