I know you hate Trump so you keep saying this because you need it to be illegal, but that is certainly debatable....
As I recall, Congress last spring/summer removed much of the 2002 authorization for military action by POTUS. If something is left, then -as you say- its illegality is debatable. I was under the impression they had rescinded it. In which case, he has to run it by Congress first.
The Afghanistan war, and also Iraq, were waged under the 2002 authorization (so, arguably, legal). I am aware that we have not declared war since 1941. Korea and Vietnam should have required such a declaration. Panama and Grenada may have been "protecting American citizens", or not. I do remember those, and the justifications for them. They were always a little sketchy**. The UN condemned them as they violated the UN charter.
**The medical students in Grenada initially said they were not under threat, when interviewed. I actually remember that interview; I used to watch Nightline consistently.
