Subject: Ross was using a well-worn tactic
From Seth Abramson's reporting:

According to a 2014 Los Angeles Times report [linked below], in Texas in the early 2010s — while [Jonathan] Ross was working for the Border Patrol there (2007 to 2013) — Border Patrol agents made it a habit to "deliberately step in the path of cars apparently to justify shooting at the drivers." An independent review of that agency in that state at that time — i.e., the time Ross was there — found at least 67 cases of this homicidal gambit being employed, and reported, moreover, that this sinister scheme resulted in nineteen killings.
