When I was a teen I disparaged foreign aid. But I was a teen. I learned. It's been clear to me for a few decades that this was better and cheaper than sending in troops. "Goodwill" often is underestimated.

I didn't think it required much nuance to see that, but maybe I'm wrong. Or people prefer troops.
