You have to consider the multiple levels the case will go through and at each point they have to agree. I had to consider my boss, the Fraud Agents, the Criminal Investigation Agents ( and their bosses), and District Counsel. It's their job to probe the weaknesses. Easy to get Civil Fraud penalties and move one. Very difficult to get a case to be worked by CID or District Counsel. Makes some agents disgruntled.
