Trump is perfectly within his rights to use the civil court system to ask the justice system for redress against what he perceives to be wrongs causing alleged damage by a government agency, in this case the IRS.

The courts will determine whether there is any merit to his claim, and if so, how much damages if any he is entitled to.

Now, if he was a crook like Biden and his family, he would not use legal process.
