This was all on offer by Denmark, a year ago.
It's worse than that. Most of this is stuff that the U.S. already has. We already have the ability to put missiles in Greenland - we have an existing base up there (which we barely use to its capacity), and an existing right to put in two more military bases. Plus we have the right to use any military bases that Denmark has, under existing treaties. There's literally nothing keeping us from stationing as many missiles as we want in Greenland. And of course, NATO could have - and would have - bolstered their presence there at any time. The only reason they haven't previously is because Trump's belief that Chinese warships have been flooding the area is fictional.
The only thing that we don't already have is whatever "mining rights" might refer to. But there's no way that Rutte could give us any mining rights. He's the Secretary General of NATO. He's neither Danish nor Greenlandic, and has no authority over either the property rights or regulatory permissions necessary to mine there. As Steve points out, Denmark was perfectly willing to enter into mining agreements from jump, and this literally cannot change anything about that.
