Just remember at any moment the Republicans in the Senate can flip the filibuster switch and pass whatever they want. Both sides have used the filibuster to keep from actually having to negotiate and compromise.

They can but I understand that's the nuclear option. Has it EVER been done to pass a budget bill without using the reconciliation process?
