Except for the "ensuring our response does not escalate hostilities" bit, I agree. I've noticed that terrorist groups in particular launch an attack, and when you destroy their headquarters (for example), they vow "revenge". Even though they attacked first. They seem to think they can launch an attack and you have no right to respond. Of course, they usually launch an attack out of some grievance (real or imagined). So they think they are doing the reprisal, and when you respond, they vow revenge.

But, yes, our allies may respect our restraint.
