I take it more as a sign that Trump sees this as a very close election. RFK Jr is likely going to draw from people that might otherwise vote for Trump. I doubt many RFK voters would vote Biden if RFK dropped out. Those people could be the difference between Trump winning and losing.

This move has nothing to do with policy, and everything to do with improving Trump's chances of winning. I have no doubt RFK will get kicked to the street rather than be given any position in a Trump administration. Everyone - EVERYONE - is just something to be used for Trump's benefit, then cast aside when there is no further benefit to be gained.
