I think it's more a case of Malevolent Indifference. Meaning, enough higher-ups don't want something bad to happen to Trump (as they'll be blamed) but wouldn't shed any tears if something did.

In other words they'll do exactly what's required of them up to the letter of the law but put not an ounce more into it.
