Legal Eagle's legal analysis of some of what Musk is doing. Most of it is illegal. Especially the disclosure of private information (which is covered by numerous statues). However, it was a good two weeks before there was a court order stopping it. In which time, Musk had access to the data, and his operators had two weeks to change code of programs.
