Remember when airline passengers being stuck on a plane, on the ground, for hours and hours, started to become an issue? Some states started enacting "passenger's bill of rights" laws, limiting how long an airline could burden it's passengers. Bush #43 stepped in, decreed that, the moment a passenger set foot on the plane, he was under federal regulation, beyond the reach of state laws, even if the plane was still on the ground, and he had no intention of "burdening" the airlines with making them treat passengers as human beings, instead of mere sources of revenue.

So of course, here comes the same strategy wrt AI. Pay one bribe, to his nibs, and get what you want, nationwide, rather than bribing all the people who control the 50 state legislatures.
