TL;DR - everyone in the Democratic party knows that Biden has weaknesses as a candidate, but unless a prominent Democratic incumbent decides to actually enter the race against him he will be the nominee. And no prominent Democratic politician will do that in 2024, rather than just waiting until 2028 when the Presidential race will be an open seat no matter what happens this year.
