They may already accounted for this in the evidence, but a large number of Windows users are corporate users, a large number of them have very restrictive local permissions for installing and changing software. "Bing search engine had 80 per cent share of the search market on the Microsoft Edge browser" might be more reflective of corporate IT policies than user preferences. And corporate IT can be risk averse and lazy (and not change the default browser or its default settings)
I also think the decisions is serious for Google, though.
