Still absolutely no explanation for why she deliberately tried to flee from law enforcement and failed to heed their instructions to stop and exit her vehicle.

The fact that her partner was in the car with her, prior to the shooting, yet was not in the car when the shooting occurred, seems to suggest that the partner complied with ICE directives to exit the vehicle.
