O.K. so Steve, you're saying in Minneapolis, all a robber or other criminal has to do is hide his face, commit his assault, or burglary, or rape, or murder, and the Minnesota cops just throw up their hands and say:

"Sorry Ma'am, we know a guy with a mask pointed a gun at you and then raped you. However, THERE'S ABSOLUTELY NOTHING WE CAN DO ABOUT IT because the dude was wearing a MASK!!!! Ma'am, that's a total arch criminal and it's completely beyond our policing skills, or duty, to try to figure out who this perp was. Have a nice day!"

Oh yeah--neither the unidentified "victim" officer nor the Chief has filed a criminal complaint.
