It's all about the benjamins. These stupid programs are funded by the government, then money is funneled back indirectly to the politicians who are voting for these stupid programs in an endless cycle.

Yep. Up here in Seattle we call it the Homeless Industrial Complex. The true-blue governments up here funnel hundreds of millions $$ into it.
