I don't understand what part of Good's behavior they find at all defensible.

Her behavior was non-hostile when she was waiving the ICE vehicles to go around her car. Her behavior was non-hostile when she spoke to the first officer who walked around her car. What I have not seen, is clear video showing how her interaction with the other two officers who approached her car, went so tragically wrong.
