Another quibble,

If a bad actor is disseminating disinformation from within the US, it has some protection, but not if it's disinformation tied to a foreign propaganda machine that is bent on helping elect one candidate over another.

Who determines an item is disinformation?

The problem with these ideas is that they require a Ministry of Truth. If such a Ministry was in place, the FBI's recent crime rate revision by plus 6.6% would not occur. Or Secret Services failures at Butler. Or the fiasco at the southern border, and so on.
