Around Detroit, so many people fire their guns into the air on New Year, that civic organizations started handing out little bells for people to ring, instead, because the bullets falling back to earth could injure people.

Yeah...people who fire guns in the air should be arrested and tried. Not necessarily shot, but you do increase the risk if a LEO catches you in the act, and you do anything other than drop the firearm instantly. I don't have a lot of sympathy for the LA dude (he's endangering the public, since -as you said- the bullets are going to come down somewhere), but he should have been given a chance to drop the weapon.

Firecrackers are annoying as hell, but better than firing your gun into the air.
