Granted. They are loitering. They are not an “unruly mob”
They've taken over the Capitol grounds. They've breached the Capitol's security perimeter at least four times by this point. That is not an orderly and legal gathering of people - it's a mob that's in continued violation of the law.
It's not some huge revelation that, at any given time, there were large numbers of people that were at any moment just walking or standing around. That's the nature of a mob - the people in the back, away from the 'cutting edge' of the mob, won't be doing much in the moment. You could have a hundred people in, say, a lynch mob - but only a handful of folks can be doing the actual lynching. The rest are mostly participating through their presence.
So yes, the mob was an unruly mob - even though at any moment in time, many (if not most) of the people who comprise that mob wouldn't be doing anything individually chaotic in those moments. None of this is new, none of it is revelatory - and none of it is "proof" that the mob that stormed the Capitol by force wasn't really doing anything wrong.
