And you think that matters to this administration...why?

The tanker crews, presumably, are not the "narco-terrorists" the regime claims we are in a "war" with. So, they need to claim some sort of legal justification for seizing the tankers, otherwise they would, literally, be pirates. Keep in mind, Trump is expert at manipulating the law to get what he wants. Remember how his crew turned the Georgia trial about him trying to cheat the election, into putting the prosecutor on trial, instead?
